Should be short loan report - 2.0

Here's a second attempt at creating a "should be short loan" report [pdf]. This report lists only those items that are NOT short loan already. So, if your library's item is listed, it should be changed to short loan. I realize this is not sorted by library name, as a number of you have requested. It's sorted by the number of holds. Since there are still so many very, very popular items that are not coded as short loan, it seemed more important to highlight the most popular titles. But, as usual, comments are eagerly accepted! Items not included on this list are:

* Titles with only 1 or 2 holds
* Titles where the item to hold ratio is less than .3 (there are half as many items as holds)
